Offside rule in Football (soccer)?

I have a question about it.

Is it true that if both the ball carrier and the player that will receive the pass are both behind the last defender it is not offside?

Basically, if it's 2 attacking players against the goalie, those 2 players can pass the ball between each other without fear of offside, since they're both past the last defender. Am I right?

You are right in a way, but wrong in another.

Once both attackers are behind the last defender (only facing the goalie, or nobody) , they can pass the ball between each other as much as they like as long as the person receiving the pass is behind the ball. Basically, the ball becomes the offside line, so if the person plays the ball to a person in front of him/her, then it is offside, but if the receiving person is behind the ball, then it is legal. Hope I'm not confusing you.
